António Saraiva sent a letter (available here) to the President of the European Commission, Ursula von der Leyen, where he stresses the need of an European response in order to safeguard cohesion and a level playing filed within the single market.

The letter defends the need of a Multiannual Financial Framework with the dimension and instruments to face the crisis, and that the recovery fund is built, to the maximum extent possible, in grants, not to overburden Member States with already high levels of indebtedness.
